IB Moderation:

Your teacher marks all the IAs. A sample will be sent to IBO, along with the marks your teacher awarded for those IAs. Based on that sample, IBO will decide if your teacher was too strict or too lenient. So if your teacher is too strict, every single person in your year group for that particular subject (including those that weren't sent to IBO) will have their IA marks increased by a certain amount (I'm not sure if it is absolute amount or in percentage), and vice versa.

For your second question, it depends. If it is a high 5 and a high 7, it's probably 7 or a 6. If it is a high 5 and a low seven it might be a 6 or maybe 5 or maybe a 7. My point is, it really depends. They'll just total everything up according to their weighting and then see what the final grade is.
