Things like appendices, bibliographies or footnotes don't count, but if you are quoting something within your essay, then yes, it does count. I think so, at least, but I'm not 100% sure. However, it's probably much better to summarize what they said in order to save on word count - don't quote unless you necessarily have to. Remember to mark it with a footnote after!
