If I were you, I would do the following:

a) Figure out what were the effect: Need a starting points

b) Get some historical context: Figure out what exactly was going on etc

c) Get some historiography: Figure out which historians support which view. 

d) Write the answer.

 

I suggest choosing a stance, and knowing which side you want to support before actually answering. I assume this is an essay, so I've answered as such.

Like what King112 said, put the question into context and be sure to include historians then talk about which one you agree with and explain why. 'Assess' means to look at the various implications (you have to have a balanced response to get a 7) of the effects and come to a final judgement. Remember to talk about BOTH social and economic policies.
