What does it mean by "Different Regions"?

They are based on the HL paper 3 regions

1 Americas

2 Asia 

3 Europe and the Middle East (Russia as well)

4 Africa

 

in other words if the question say use two from different regions can't use Peron and Castro (Americas) or Stalin and Hitler (Europe) or WWI and WWII (Europe) etc.

It's weird that my teacher hasn't pointed this out in any of my practice pieces, I'm almost sure that I have answered multiple "with examples from two different regions" questions with answers including Spain and Germany.
