"To what extent could the Marshall plan be considered a political success?"In this one you have established a clear cause (Marshall Plan) and effect (political success). 2. "To what extent was the United States able to achieve their goals during the Marshall plan?"In this one you still have a cause and effect relationship. Personally, I feel this question is a broader version of the first question. 3. "To what extent did the Marshall Plan increase cold war tension?This question, while not bad, is too vague. 'Cold War tension' means a lot of things. If you were going to go in this direction, I would suggest doing some more research and picking a specific part of Cold War tensions and talk about that.
