What is the distinction between early & regular app (and help with OUAC)

Is there a real big distinction in terms of application for early/regular app in Canada? Supposing it's not binding like early decision, I kind of want to just throw in an application for one of my top 2 schools, because from what I understand early app is just:

- hand in an application early, using Grade 11 marks OR semester 1 interm marks

- if not accepted, update marks with predicted grades or semester 2 interm marks later and catch up to the regular app crowd...

 

 

 

 

Also, how does choosing programs with OUAC work? Is it a max of 3 programs per university, all in different faculties or is it 3 programs for that account that you make, then you need to pay extra? And where can we indicate that we are IB students? (I only started playing with the site so if this all happens after clicking that submit button on the upper right, I guess I'll figure it out when I'm actually applying)
