Basically all LAQ (i.e. ERQ) command term questions (evaluate, examine) can also be SAQ. The reverse is not true, SAQ command term questions (e.g. explain) cannot become LAQ. The idea is that if you are properly prepared for LAQ questions then an SAQ on the same topic is not unfair whereas an SAQ topic upgraded to an LAQ would be.
