I think its just a select number of universities that you can still apply to with fair consideration. For your last question... no you cannot do that. If you are rejected by that university as well, then you can enter the Clearing stage which, if I'm not mistaken, opens in August. At Clearing you basically call universities that have some spare places to offer, tell them your grades, possibly send your PS (even though I've heard that they will probably not read it) and if they like you, they will offer you a place for 2012 entry - assuming we were talking for this years cycle.
