All I can tell you is that I don't think any Universities in the United Kingdom will accept people who have not achieved the full diploma, or who don't have the University's normal minimum required A Levels alongside a Certificate qualification, no matter what subject they've applied for -- even courses where the IB has low relevance like Photography/Art seem to ask for a Diploma.
