Banned because that depends on the immediate outcome of the revolt. If it succeeds, North Korea will change drastically (and arguably, the revolt could be called a revolution), if it fails, it'll anger even more people and lead to more revolts, probably forcing the regime to change policies (just like tsar Nicholas II was forced to publish the October Manifesto in 1905).

Banned because that'll anger the population even more, and as a result, they probably will revolt more. The morale in the North Korean military is at an all-time low, so it shouldn't take too long before the population has the support of soldiers.
