If it succeeds, North Korea will change drastically (and arguably, the revolt could be called a revolution), if it fails, it'll anger even more people and lead to more revolts, probably forcing the regime to change policies (just like tsar Nicholas II was forced to publish the October Manifesto in 1905). The morale in the North Korean military is at an all-time low, so it shouldn't take too long before the population has the support of soldiers.
