It's in Norway so there might be some language problems. But if you are smart enough to get in i don't think that will be to much of a problem. I can't tell you how good these places are since I've never looked into cybernetics of any sort. Also the University of Bradford in the UK seems to offer a Bachelor's in medical cybernetics.
