(For example, 'in order to' can almost always to shortened to 'to'.) You can also put things in footnotes as they don't count towards the word count. (At least they didn't back in 2016; I would check if you go this route.) That begin said, the reader/examiner doesn't have to read the footnote, so don't put anything that's critical in the footnotes. You, in the interest of time, consider cutting a paragraph or two.
