Either way it will definitely add to stress and time. I think it will really add to your uni applications and your general resume and it might be very much worth it. I was thinking of making an app with some other friends to help out foreign people in China to find hospitals and chinese medicine. Well, I personally think the startup shows more initiative and personal skills than taking a 7th IB subject.
