I believe so, yes, although it would seem harsh to mark down more than a small amount for lack of fluency if it's simply using 'um'. It's always useful to look at the mark schemes and see exactly what you're being marked on before doing any of the IB assessments or examinations.

 

EDIT: I've merged your two topics as they are essentially on the same subject.

If you're not happy with the grade you've got, ask your teacher if they'll let you do another presentation and also make sure you ask them for plenty of feedback on why they marked you down in places so you can specifically demonstrate improvement. If there's the opportunity to do so, that seems like a no brainer.

In almost all subjects, a relatively low mark on the IA does not mathematically prevent you from getting a 7. Let alone that 19/30 is an ok grade. It does mean that you are working towards a 5 if you don't step your game up. 

If you still have the FOA, then you need to work on eliminating crutch words ("um", "uh", "like" etc). Practice your FOA before hand multiple times. Make sure you are aware of your pace, tone, and intonations. It's better to regroup and briefly pause for five seconds than to use a crutch word.
